El's response

Basically the offline people and agencies that "have" the "power and authority" to control online regulations create this space where a new inequity lives. This builds on the "traditional" inequities and creates a greater disparity between the so called "haves and have nots"; thus further defining what it means to have connections. Those with limited or no connections online lose out on offline connections and, thus become a regimented group limited to an inequitable space in the multinational postindustrial capitalist nation in which we must function both on and off line.
